That is the reason it makes sense. One place with more people should not be able to dictate policy for ten other places with less people. They each have different concerns. Quote

Simple: respect the right to self determination of states, and give them the option to leave the union if they don't like it. Then you can give all votes equal rate and states can leave if they feel they are being ignored or screwed over. Quote
