These women are chattel. He was talking about "consensual" polygamy, which exists in Canada. He also specifically excluded minors as being unable to give consent. If they dress like the rest of us and decide to shave their face clean and speak English, they will blend in too well and the next thing you know... they'll be building a mosque behind the Walmart! Because the Americans basically got a way with domestic spying, he took that as a signal that Canada can do it as well without any repercussions - and so far he is right!
