I think if you look more closely you'll find they, along with the Conservatives, were actually hedging their bet with the state. Personally, I thought Chen was in the right but I could see why the law would feel the need to clarify things, especially given the propensity for some people to leap to the conclusion it should be just as permissible for shop-owners to keep a shotgun handy for times like these.
