First, I believe this forum has rules that you can provide a quote from a link but then must also provide an opinion. William, you do neither. I have reported your OP.

Second, while immigration is a shared federal/provincial matter, this family is being refused by the federal government. Provincial bureaucrats can select potential immigrants but federal bureaucrats determine their admissibility.

The OP link also doesn't tell us enough. Quebec has had control of its immigration for some time, but not total. My understanding is that it does it's own selection and normally Ottawa just rubberstamps the applicants.

Perhaps we are seeing a conflict, where a Quebec official makes a promise but an Ottawa department sees a medical conflict. This is even muddier when you consider that although the feds kick in medicare money medical coverage is a provincial matter anyway.

Hopefully the media will explain more as this story plays out.

Everybody is expected to make an effort to stimulate discussion by providing original commentary as per the rules:

I kept my opinion private because it wasn't political it was humanitarian. I actually volunteered to adopt the daughter.

Don't you find the consulates lies to be issued if they deceived the person to invest in the country, that is akin to fraud don't you think?

WB, the federal government does not "rubber stamp" medical requirements. While it's true the Quebec bureaucrats select immigrants, federal bureaucrats still perform background checks and so on.

Many provinces have a similar system to Quebec in place. Manitoba, for example, has had recent success with our provincial nominee program.

So at what point in time do they do this? When they entered the country or when some years later they formally applied for permanent residency?
