The party picks a leader then you vote for the candidate in your riding and if enough Candidates win, the leader of that party just got voted into the PM chair. If you don't like the leaders platform then you will not vote for the candidate representing that party so yes you do get to vote the leader of a party to take the PM chair. I didn't vote in the last two elections because there was no one to represent me that could have taken the PM chair, they were all too busy pandering to the sick WEF agenda.
