This was if I remember correctly was the Affirmative Action Program a program that Mr.Trudeau created another Liberal Royal Commission under the chair of Judge Rosalie Abella which resulted in 1984 that Commission's report titled "Equality in Employment" In 1986 three major inititives were announced in response to the Abella report: (1) Employment Equity Act (2) Federal Contractors Program (3) Employment Equity Policy The patriation of our Constitution seemed to be for the sole purpose to include a revamped federal human rights code called the Charter of Rights and Freedoms one that in combination with the Multiculturalism Act and the Employment Equity Act seemed to be successful in the assimilation of the majority English into Liberalism ideologies creating the net effect of reverse discrimination.

Good point newbie! Mulroney might have rubber stamped it but gues who CREATED IT. The Liberals Pierre Trudeau who created it basically concerning the Royal Commission on Bilingualism and Bicuturalism or the (B&B report 1971). It went through two stages the formative stage (1971-1981) and the instiltutionalization stage (1982-to present). I know what your going to say newbie--all good things come from prime ministers out of Quebec.

Trudeau said American presence posed a danger to our national identity from a cultural , economic and even military point of view. He believed Canada's own economic interest was in relation with the rest of the world a phrase similary used to describe Canada by Quebec as the rest of Canada. In the U.S Trudeau was considered a pacifist and some who thought of him has nothing more than a communist. Under Trudeau's era he had to support Quebec nationalism which is a take off of the Napoleonic Legal Code or Quebec's own version of it and a province that never did like the U.S. It is this combination concerning multiculturilism, Quebec, immigrants and the Liberal governments of Jean Chretien and Paul Martin that carried the Liberal anti-American theme to new heights in Canada under a heavy left wing agenda.

I don't know how long you have lived in Canada or are old enough to experience the times which was since confederation up to 1982 in which we had a wonderful relation with the U.S. It was a dual friendly partnership which both countries enjoyed. That is up to the time Canada introduced Liberal official multiculturalism and veered a heavy left and used the U.S. as a scapegoat to support and fuel the basic concept of multicuturalism concerning the idea of Canada being a fully soverign country. Part of this idea was downplaying The U.S foreign policy in order to save it's own hide concerning a dyfunctional military and to support it's home grown minorities and foreign minorties some of who hate or dislike the U.S. As a Canadian I am embarrassed by this chain of events and sincerely hope things will return to a normal political state where the U.S. and Canada are the best of friends and sincere political allies.

SamStranger The most pressing issue I think is ELECTORAL REFORM in the form of proportional representation. After viewing vote results I was surprised to see federal accountability as number one within a system that is next to dysfunctional. -
It seems an Iraqi militant group has Denmark and Norway on their hit list for publishing cartoons of Islam's Prophet Mohammad seemingly as a terrorist which that they consider disrespectful and caricatures blasphemous. This group has called on it's fighters to hit whatever targets possible belonging to those two countries and other countries that follow their steps. Talk about over reacting! What leader or diverse, political or other group has not been made fun of concerning a mutitude of issue's. I guess Iraqi's don't believe in free speech and the free world. I guess they think they are possibly going to force the rest of the world to conform to their twisted ideolgies?

Well, Mr. Pariseau was not in the positon to make that statement initially as Quebecer's themselves are considered a minority in Canada with Quebec being a province in Canada. The ethnic vote can be seen as another minority vote. This cleary demonstrates the dysfunctionality concerning the state of Canadian politics and shows the immediate need to improve democracy through electoral reform.

Hasan Ali Tokuqin You wrote- " Is God an invention" No one has definite proof in this world any God exist. But on the other hand the most primitive tribes on this planet or whatever you want to call it worship something. It could be the sun or could be an animal but the point is they believe in a God that provides them life and other amenities. What is the common denominator that binds all God's---that is FAITH and that is all that is really important. Agnostics make me chuckle mouthing off there all so strong and brave and they need no God. This is easy to say when all the luxuries of life are at your finger tips and you don't have to worry about basic needs to stay alive. But the day will probably come as you begin to age and you become vulnerable as your senses dim and your muscles weaken and your thoughts become confused that you will turn to a religion you thought you would never have any use for.

BTW, education is a provincial jurisdiction so we don't have a national educational system." Canada's national or better still majority religion is Christianity. Check out the numbers yourself. Catholicism and Protestantism are both major denominations under the Christian religion concerning Christ's teachings and both are supported in certain provinces. I never said we have a national education system but now that you mentioned we do. Education does fall under provincial jurisdiction and is funded by both provincial funds and federal transfer payments. Without federal transfer payments which is around 50% I believe the publicly funded school system would fall apart and the only ones with access to schools would be the rich. So technically we do have a national school system. BTW- The federal support concerning religion I was implying is in the form of moral support for our majority religion, the kind necessary to build a strong country to achieve a sense of belonging, loyality and dedication to the country we built and support.

I edit my own post and mistakes are corrected but when posted mistakes appear--beats me but I don't deny I do occasionally make spelling errors. But then again so does everyone else make errors including yourself. I don't make this an issue as our post and replies are not formal and makes no sense to be picky in this area unless of course you imagine yourself as being beyond approach. What I did say concerning my screen I.D. Leafless is that the Liberals have successfully removed this country's identification concerning nationalism and dedication and replaced it with Liberalism under the guise of a cheap republic.

I know there are many hard working Canadians part of different cultures and like I said previously I am not a bigot nor racist and have worked with many different cultural minorities. I think the problems associated with culture have pretty well been covered and I personally could not care less concerning the colour of ones skin like you and a few others have tried to imply with calls of bigotery and racism in a blatant attempt to muzzle free speech rather than properly discuss a controversial politcal area that is driving Canada into the ground. To give away rights and then take them from another segment of Canadian society is not the definiton of equality. Equality is a myth --nobody is equal in a capitalistic society and discrimination flows freely in all sectors of society ours or any other society.

No, it's publicly provided and paid for AND privately paid for (if you have the funds) i.e. for quicker diagnostic services and medical procedures. This is grey area medicine and that's what the problem is. In my book that is what you call two tier, a system one for the rich and one for the poor. Our present system is supposed be the same service for ALL Canadians.

Thanks for telling me what my positon should be (grin). If you think multiculturalism in this country is working, good for you. All I am basically saying is that the ethnic population of Canada should be represented to federal, provincial public jobs proportionate to their population or there will be problems. For instance why are ethnics so eager to be involved in our politcal system (especially younger people). I am not being biased when I say this as it has been demonstrated that minority filteration into our political system can work against majority concerns both legal and ethical and even against national security. Can you tell me for instance why the prosecution concerning the Air India fiasco was not successful in laying charges despite the tremendous amount of money spent on that event? What I suggest in this particular case is that the concentration of so many Canadians of a another culture and their associated political ideologies in the same area as made this an impossible task. Can you tell me in the Ottawa area why francophones hold around 70% of federal public service positons even though there Ottawa population is no where close to that fiqure or on a national basis Quebec's population is no where near that 70%. Can you tell me why Mahar Arar is pursuing his case with such vigor in the pursuit of a large lawsuit even though he is the author of his own misfortune a man who holds dual citizenship and a man who knows he should have remained in Canada for his own personal safety? Can you tell me why so called racial profiling is now the easy way out concerning crimes committed by certain cultural minorities and in many cases major charges thrown out as well as more minor ones thanks to Charter rights which in many cases work against our system of law and order. Yes Yaro,I do want to see anything associated to the public purse and associated with politics and integration associated with numbers allowing fair representation of all cultures with integration made manatory to avoid the clustering of cultures with different politcal ideolgies that exist in Canada to cause the types of cultural problems that are on the rise. These cultural problems will be the root cause of a dysfunctional Canada. Just check out T.O. another one.

It seems Mr. Harper's recent trip to the hospital is none of anyone's buisness. Firstly it was reported as an asthma attack but later denied even though he had this conditon as a child. Now it's reported it is a chest cold and the hospital won't give out any information. Being an important public fiqure I think it is the public's buisness to be properly informed of a illness concerning the PM of this country without being shrouded in a vail of secrecy. My statement was reflecting on our Canadian system going partially private to include services up and beyond what is offered under our existing public system and available to those who have or can afford the extra cash funds. This is using the public system to subsidize those who can afford more and therefore is not only unethical but discriminates aginst those who don't have the funds all within a closed system. I am not really concerned with the British system or any other system but the one here in Canada. geoffrey You wrote- " Apparently Canada still does have some morality" As rotten as it may sound doctors regularly give orders 'NOT TO RESUSCITATE' and no one is punished. Who says someones life is not worth living even if some kind of help provides an extra week or month or whatever. As far as I am concerned orders 'not to resuscitate' should be illegal and is as controversial as euthanasia. It is for this reason I provide a slight leaning towards euthansia but only under strict medical guidence with proffesionals admistrating the lethal injection and only as a DEFINITE last resort. This particular case though is 'out of bounds' as it was administered in secrecy with officials knowing nothing about it until after the fact. As much as I hate to say it penalities should be applied in this case as obviously everyone cannot go around killing their loved ones for a reason THEY believe is justified. -

I agree there are problems but the biggest problem is problems is health care administration concerning wait times. The Supremes Court decision is based on Charter rights which is beginning and has proven in other areas to be a major financial burden concerning the realistic functionability of Canada to function properly in other areas of important matter outside of the emphasis magnified on personal rights. Stephen Harper has promised to shorten wait times and in turn this should provide the ammo necessary to appeal the Supreme Courts ruling. A two tier system sounds good a first glance but discriminates agaunst the usage of public funds. Either stay public or get the government out of health care totally is what I say.
