Canada can't secure the border so Trump is basically forcing Canada to deport the Haitians if Canada so deems to, or not, which is fair enough, Canada is the ultimate Free Rider and so has zero high ground vis a vis continental security, moral or otherwise.

The Americans took Haitians in on a temporary basis in the wake of a catastrophic earthquake. When Trump took over he revoked the temporary asylum and as soon as he did they started heading for the next best option in Canada at Quebec.
