  1. The person you are selling to has to have the PAL, if they don't have the license, it's illegal firearms trafficking, indictable offence
  2. AFAIK there's no way to get a license if you don't have one already. It's a weekend course with a certified instructor. It's not an essential service, so it's shut down. First you have to take the course, then you have to get the background check, only then do you get the PAL No PAL, can't buy a gun
