Incentive is key. I like both of the above ideas although I would adapt them both. You can't force people to see their doctors. It's very difficult even finding a family doctor where I live. How then to implement? 1) Make it a program to opt into, therefore only the healthy people that benefit from the incentive will opt-in. Thereby defeating the purpose. 2) Force all Canadians to get a physical within 3 months of doing their taxes. This will be labelled as draconian and fought tooth and nail by conservatives and liberals alike. Many people have a healthy fear/irrational phobia of hospitals/doctors as well. During the physical, the doctor will provide you with nutritional literature and sign a form stating your overall BMI/general health. 3) Tax the worst culprits, fast food and products with high HFCS. The corn lobby will freak the fuck out and conservatives will lament another "useless" tax. Fast food is big money. As is coffee. This won't go over well. 4) Subsidize farmers (dairy) into growing more fresh local non GMOproduce. Provide a framework for distribution for all Canadians, rural and urban. Don't waste money on ad campaigns and information because unhealthy people will ignore it anyways. 5) Incentivize food processors to use/reduce HFCS in their products. Look at coke stevia for example. Or mexican coke that still uses cane sugar and is super delicious. 6) Genetic testing in children to identify markers to predict at-risk individuals. None of these alone is enough to effect lasting change on enough Canadians to make a difference but a combination of some/all of them could have a noticeable effect. -

Unfortunately, this is one of the few non-discriminatory ways to get unhealthy poors to eat/drink better. I'm for it. I'm also against unlimited health care for people whose BMI is in the upper/lower 10th percentiles. Unless of course, there is a legitimate medical reason. And big-boned doesn't count. I've definitely reduced the amount I smoke cigarettes because of the price. -

Carbon-caused ocean acidification is real. The Great Barrier Reef isn't deteriorating on its own. In 5 years, once the radiation from Fukushima has tainted most of the seafood in the Pacific, including our own salmon stock, global warming wont matter at all. If our oceans die, we die, they are far more important to the longevity of the planet. -
Too much passing the buck between the provinces and federally when it comes to issues like this. feds say they would have to have full agreement from all provinces while individual provinces claim the feds don't do enough while proposing no initiatives of their own. Sometimes you have to pick a path and walk it to the end.

yes, peakbit= bitumen without diluent. Yes it needs to be heated, yes it needs special railcars and loading procedures. It's nearly 100% inert as it would just solidify if a breach in the container occurred, it wouldn't flow and permeate the top soil like dilbit does. It's the only environmentally safe solution for transporting it over long distances. I have no clue as to it's density at sea but i don't see it being an issue. -
Yes, a small percentage of chronic pain sufferers are debilitated by it. Everyday you spend alive is suffering the burden of existence. Pain in is basest form is an impetus to act, to change, to alter. Your body is telling you something is wrong and you must adapt to survive. Dulling that instinct through pharmaceuticals serves no purpose other than to deprive people of that which makes them human. Addiction makes slaves, pain motivates you to set yourself free. Unless you're some masochist weirdo endorphin addict, but that's just the extreme side of the coin.

Pipelines are the cheapest. Best is relative, pipelines contain dilbit up to 30% effluent (usually naphtha or some other benzene/toluenes)which is some toxic shit. If we were moving oilsands peakbit (needs heating) by rail, the cost would be marginally more and any accidents would have next to no effect on the environment. The States wants pipelines for our water in 20 years. It's amazing how little has been spent by Big Oil and the last 3 governments on rail infrastructure and planning. Moving peakbit is the only solution that is little to no risk of environmental damage. Thanks Big Oil Lobbyists for pushing pipelines on us.
