EG, 4,000 people attend an event, lots of them get infected, they infect their family, co-workers and friend circle, etc. Trump's rally in Okla could be the cause of many infections but the extent won't be known for weeks after the date.

Some people have to for work, volunteering, etc. We just had people come up from the States a couple weeks ago to come to a wedding later this month. There are other people who don't want to come to the wedding for fear of covid, so the Americans got tested before they came up, and possibly here. The damage caused by the shutdown wasn't just 'economic hardship'.
