If Mueller thought that he couldn't criminally charge Trump for obstruction, why did he even bother investigating the matter? Why did he bother write a report on it?

Okay. That question was clearly too hard. I realize you don't even know who Bill Barr is.
But Trump's campaign manager Paul Manafort is off to Riker's Island to do some time in solitary. Surely that makes the investigation worthwhile, even if Congress doesn't act on the report, doesn't it?
