In Mexico. Illegal aliens need to not be illegal anymore, and the best way to make them not illegal is to deport them. Once they are out of the country, they can file at the port of entry and wait in Mexico.

There are no accusations. All ICE has is facts: 

Fact 1. No legal documents.

Fact 2. Black hair, brown skin, brown eyes. 

Fact 3. Broken english or no english. 

Fact 4. Gang tattoos all over their faces. 

All that's left to do is fingerprint them and ship their asses to El Salvador.
