The two primary areas where I would have the amount of rules/exceptions trimmed down are the Schedule K (transfer of property) and form 706 (estate taxes). If you really want to know.. the IRS has lower employment today than it did in 2010. Mainly because most folks do their taxes online and not on paper but that contradicts your fantasy world.
