Republicans certainly seen poised to win the house. And Democrats control all three RIGHT NOW, for this election cycle, and Republicans are still winning seats and half the legislature. Here's my simple criteria: Does the State power change hands by death, choice or bloodshed? Or voluntarily between opponents. In 2000, Yeltsin chose Putin. In 1800, Adams gave up power to Jefferson.
