A bit of backstory first - DC's violent crime rate is soaring as a result of 'we love crime' polices such as treating illegal firearm possession lightly and allowing rioting, looting arson & assaults to go unpunished. Now even little kids are in on it. The city is a University of Crime.

So these girls wanted to steal a car and in the commission of their crime, which included an assault with a deadly weapon (taser), they took direct actions which killed the car's owner. 

It's just a fact of western judicial systems that when you plan a crime which involves the use of force and you end up killing someone, it's called murder.

Whether or not it's always pre-meditated murder or not can vary by jurisdiction, but it's always murder. For example, in some places arsons which result in death are automatically 1st degree murder, ditto for bank robberies, but that's not the case everywhere.

So whether or not you plan to kill someone, when you plan a crime and kill someone during the commission of the crime, it's 1st degree murder.

Whether or not the guy died because of the crash at the end or because the car side-swiped that bus shelter right after they drove off will be a big factor in choosing between murder one and criminal negligence causing death (manslaughter), but it was certainly murder either way. 

One of the murderers was 13, I doubt that much will happen to her, but the point of this thread is that CNN is disgusting. They also brushed off the fact that after they killed him, one of the girls was really upset because her cel phone was still in the car. "Ooooooh, I hope she got her phone!!! How does this story end????!!!!??!!"

That's not necessarily a crime, depending on what country he did it in.
