In Clinton’s case the senate did not vote to impeach,only the house did. Nancy already said no impeachment unless they know the senate will as well. The popular vote is irrelevant, the President is not elected by the people, elected by the electoral college, the purpose of which, was to prevent election by popular majority and force election by district.
