Not funny since it is the govt who regulates , mandates , and dictates the actions, coverage, benefits of what the insurance companies offers, pays out and operates.

The reason the premium were high in Ontario is because the Accident Benefits were very generous , not to mention the legal profession took only 4 years to find sopme good loopholes.

Rehab houses are the worst offenders though.
