That or some grad students in the U.S. have too much time on their hands. That's correct, and such details wouldn't be made public for security reasons..........like any other Government that doesn't publish what its special forces spend on toilet paper or intelligence organs spend on office plant food. Procurement is handled by what is now PW&P Canada. When the procurement is for DND, DND sponsors it - in other words, provides the funding (capital). It's on another section of the link you provided. Each procurement is handled by Public Works, but sponsored by DND. Quote
