No it's not. It's outside of the DND operating budget, not the DND total budget. That budget, per his link, includes about $5B for capital, including shipbuilding.

I just provided the breakdown of DND's annual budget........ :rolleyes:

That would also be incorrect. They're the ones charged with spending the money. The money comes from the capital budget of DFO.

For the entire NSPS shipbuilding "value chain" reference, it looks like Nova Scotia contracted with Duke University for a complete review. That or some grad students in the U.S. have too much time on their hands.

Very interesting stuff right down to all the subcontractors, but not much in the way of financials:

4.0 contains that money within it. The amount for capital is broken down within the tables he provided. It comes from within the total DND funding envelope. I now understand your confusion in regards to billions of new dollars for procurement.

A page ago, you suggested to BC 2004 that to find a DND budget breakdown is "unpossible"........yet there it is.

Does Ma & Pa do the book keeping or uncle Goober?

It's interesting to see that the breakdowns do exist beyond what I could originally find. Those breakdowns however, do not go to the level that we were talking about, line by line, project by project.

That's correct, and such details wouldn't be made public for security reasons..........like any other Government that doesn't publish what its special forces spend on toilet paper or intelligence organs spend on office plant food.

Procurement is handled by what is now PW&P Canada. When the procurement is for DND, DND sponsors it - in other words, provides the funding (capital). It's on another section of the link you provided. Each procurement is handled by Public Works, but sponsored by DND.

In it's latest iteration (before now) Public Works and Government Services - now Public Services and Procurement.

Actually, it's still, as of now, called Public Works and Government services. I'm not sure if only the name of the minister is changing, or if legislation is needed for the name to change officially.

I know.......then why did you attempt to correct me? When the Government of Canada writes a cheque to a person or an organization (say, for example, a shipbuilder), who are said cheques made in the name of?

I'm not attempting to correct you on who writes the cheque. What I was correcting is where the money comes from in this case - DND.
