  13. This number of hours doesn't make someone deserving because time is, first and foremost, linked to boredom which is, for lot of people, painfully unbearable.
  14. Ignatieff wants to lower (and equalizes through out Canada) the number of hours needed to qualify for EI benefits. I think this would make economic sense only in the context where the present crisis would have been immediately preceded by another like crisis.
