The fact is, you should not be competing with people outside of Canada for jobs you are qualified and experienced to do. As a Canadian If you lack what they are looking for, the company is obligated and required to train you to know what they are asking for. We have Univesities and Colleges that are suppose to prepare you to do ANY job advertised by a company or government. The Employer does this so they can go to the government and claim they can't find Qualified Canadians. Afterwhich they recruit outside of Canada.
