Representitive in that we elect people. Those who spend the most money, almost always get elected. Thus, those who are rich can essentially buy a vote. Plutocractic in that almost everyone that is in power is rich, rich in a heavy disparity between them and the average American. The majority in power are. And how does one do that? By spending money on ads to tell you what they plan to do and never actually do. Who do you pay attention to the most? The one who has the most ads. The one who has the most ads often has the most money. The average voter votes for the person he remembers, regardless of their message. No, they just hide it better. Can you explain the loss of shorelines across the globe? How about glaciers breaking away at unpredecnt speeds? Or the overall change of a gain of 1-2 degrees in temperatures consistance around the globe that are recent events and that haven't occured before? While it might be just normal climate change, one cannot discount the affect of trillions of tons of CO2 and other pollutants that the industralized nations of the world produce.

The accuracy was so atrocious that civilians would be killed no matter what (unless you didn't bomb). However, it was the Germans, seeing that the Uk was too strong to give up militartily, started PURPOSEFULLY bombing cities with little military value. The Allies soon followed suit. Japan suffered hundreds of thousands of civilian casulties from firebombing alone. It demoralizes, not terrorizes. However, it can harden the resolve of the people, as seen with the Brits. Slightly less after the introduction of the Lighting and Mustang.
