Interesting points Sagacious. In my personal opinion I think education costs soared because we chose in the late 60's to remove persons from medical institutions and decide instead to transfer and treat them in our education institutions causing the increase in expenses. That originated in the 60's civil rights era where "mental illness" was challenged as a concept and it was argued people were not mentally ill, society was based on the beliefs of "experts" such as Thomas Szasz. This approach felt mainstreaming persons with "autism", "physical" and "mental" limitations into the school system was the way to go. So the expenses soared as we now need teaching assistants, public funding of specialized transport and other special education related expenses paid for because of these added needs. On top of that one must remember in Ontario in the Greater Toronto area, there are large segments of schools where the students do NOT speak English as children coming through the regular immigration process, refugee process, or illegally come into the elementary and secondary schools and do not have to speak English on entry to Canada. That mix presents special challenges and expenses. So this idea we could and canuse public education systems as a catch 22 centralized institution of service for all these language and non education related needs was and remains the cause of the soaring expenses. As well now parents are used to this high standard of service and became dependent on it, suggesting it may have to be limited causes extreme reaction. Unions use that fear as a tool to justify building their education empire. That is what Ford and any other politician is grappling with. Someone like Kathlyn Wynne was a symptom of the problem the current government and future governments of any ideology will now inherit. She was part of the generation of education empire builders who believed and still believe schools should be given an unlimited access to funding for an unlimited number of roles. This is a left over belief system from baby boomers of the 60's who were brought up to believe there were no limitations to anything whether it be potential, behaviour, benefits, costs, expenses, services. It was a generation of entitlement and indulgence and for many it prevails. In the past institutions did implement cruel and inhumane treatment..., but those cruel and inhumane treatments have been disposed of. So the question we now must revisit is this -is it possible now, with the advances we have made with treatments, centralization of those treatments in specialized institutions makes not just more financial sense but more clinical treatment sense. Until we tackle that issue we are not getting at the true root and cause of the soaring expenses I would argue.

In your own paranoid way you do make an interesting point in that a "pandemic" would be an excellent way to false flag a police action...but I mean where do we go with that? It sounds familiar. I used to have such thoughts when I smoked dope and that is was in the prehistoric era when it was mild. I am inclined to think there is no need to do that as the cellphone has already tranquilized the masses into complete obedience if not Kanye West.

How do you know anyone hates Ms. Sweetie Poo simply because she is black? You assume that. She is in fact getting the same treatment as Wallis Simpson once did. You might want to try find out what happened to Wallis and the former King Eddy who abdicated to be with his sweety poo. If a Royal family member whore out the monarchy for their own personal benefit, the press will turn on them like vultures to road kill. That is what happened to Di. When its coverage was favourable Di just like Harry and Sweetie Poo were quite happy feeding it stories. When it was negative she sulked as they do now. Di started the negative press when she chose to go public with her intimate details. Once she did that any distance from her due to deference (respect for her privacy) was thrown away forever. You can't have it both ways. You can't use the press to air your dirty laundry to get revenge on Prince Chuck of Big Ears and not have the press turn on you when you sit around exposed on a yacht with a rich boy who never worked and whose father told Prince Philip "since I can not get British citizenship and peerage, I will have my blood connection through my son". If the monarchy feels the son of Harry is in any way endangered by the behaviour of Meaghan she is dead. Most Americans have no clue about how their government works and don't vote. That explains why the political arena can operate in such a vacuum of moral and ethical propriety-no one is holding its politicians accountable for their behaviour. Republican Senators felt no pressure to act according to their sworn duties because they feel their constituents don't care what they do. Apathy breeds lack of accountability and that then leads to dictatorships as history has taught us this over and over again. Americans do have a vote. They do have the power to throw both Trump and Republican Senators out if they want. If they don't exercise their vote to do that they have no one but themselves to blame. In the interim I think Canada should interview Americans coming to Canada and not allow in those who support Trump as their views are not compatible with Western views as to democracy, I also think we should deport all Americans now in our country. Good question. A lot has to do with the "news cycle". If its a slow week, this kind of issue gets a push. Take a look how the cycle works. You see how for 2-4 weeks it was harry Harry Harry. At one point it was kim korea. Not too long ago it was missiles and Iran. It appears media works in 2-4 week cycles focusing on one lead story and then they get bored with it and move on to the next lead story. I suppose one could get conspiratorial about these news cycles. It sure bumped off the front story the Trump impeachment, the Brexit, Harry and Andy. Some people see these stories as manipulated agendas to distract from others , others say no its coincidence but our media does tend to run with one lead story saturate its release, then move on and the cycle now seems two weeks. All I can say is disease as a story especially if its contagious is always a good "shock and get your attention" story because most people are ignorant of the pathogens for disease and are easily frightened and will read news stories like bait to fish in a sort of group hysteria. This flu is not the end of the world and is proving in terms of flu capable of being treated. In any flu, people with pre-existing immunity compromise could die from it but the vast majority do not. Many think as soon as they get it, they will die. That is not the case. The ones who die have pre-existing vulnerabilities that strip them of their ability to fight an infection such as cancer, aids, medication for organ transplants, cpd (chronic lung diseases), diabetes, advanced heart disease, other illnesses or the aged or the very young. However most people assume once you catch it you are dead. Thus the fears people have. I am more frightened of the diseases the Kardashian sisters spread.

My mother came from Shanghai (but would in your reference be defined as someone of Western or European values) and cost the government zero. I appreciate why you asked the question. I did not take it the wrong way. I got you. I got your point too. With that reference, and so based only on my subjective anecdotal observation of my mother's success, I can only say her having an occupational skill Canada needed and language skills as well as a strong work ethic were the 3 factors to success .( that and of course having such a wonderful son who never gave her a problem ever and inspired her to greatness) (shut up that was a joke) So based on that which I knew you already knew, what I am saying is those qualities are universal qualities and so I would argue they could exist or be lacking in literally anyone not just Europeans. You also know the eligibility criteria is based on points based on verified transferable education, needed skills and of course language skills. It does get more lenient with language skills for trade workers compared to skilled professional workers as the level of language does not have to be as complex but still be fluent. It does expedite entry for people who invest 2 million in Canadian ventures. You can buy your way into Canada with no education if you can show a net worth of 50 million and invest 2 million in the country or with an education have a net work of 10 million and invest 2 million in the country. Otherwise it has a points system trying to screen eligibility based on education, skills and language. It tries to do that. None of that applies to refugees. I fully agree our current system can NOT accurately predict someone has proper work and ethical values which is what you are really getting at. We debate this but we agree a person who works hard, follows the laws, helps contribute to the tax basin and economy is not the issue. The issue comes with people who want to live off the state or come to Canada and be intolerant to others with their values but demand tolerance in return using our multi-cultural policies or concept of human rights to do that. I get all that. I do. I just think these are complex issues. Not because I am politically correct-in fact and odor I am a rude smelly old man.... but because I think human behavior is complex and the methods we use now to assess human behavior all are imperfect. Do I personally think someone from Britain would have an easier time assimilating in Canada then an itinerant shepherd from Afghanistan, probably. I would guess that but I would not necessarily build that assumption into an eligibility requirement for this reason and caution- just because the person is from Britain doesn't mean they won't end up a criminal, a bum, a shmuck and just because that goat herder has an attraction to kids (baby goats) doesn't mean they can't end up doing something good in Canada. All I am saying is we have to look a little bit further than these assumptions which I do not necessarily disagree with but on the other hand can not accept as absolutes. That said I continue to argue with refugees, they are expensive short term to settle, yes but not if they are privately sponsored. Private sponsors pay their expenses, teach them the language and social skills they will need and give them work and serve as their mentors until they successfully assimilate. With other refugees I have argued we are not properly supporting them once making them Canadian citizens. We are not properly assessing their psychiatric, medical and education limitations and so setting many up for failure as they have no transferable language, social, or work skills (life skills) which traps them into cycles of repeating poverty and dependence on provincial social benefits. I am also arguing I now believe our government knows when refugee claimants are rejected we do not deport them forcing them to go into a twilight zone of no rights where now they can be exploited as cheap labour below minimum wage. Our government knows this. In the name of Liberal compassion it is creating cheap illegal labour for Canadian businesses. It also is creating a first generation of dependent refugees with major adjustment issues by not having a program that provides an incubation period prior to coming to Canada to teach them language and life skills. This is why I argue the current refugee system should be scrapped and we have two replacement systems, one private which is not broke and works and another where we spend our money now being spent on the current system to provide instead education, shelter, medical services and fresh water to refugee camps and from those camps choose certain candidates to be prepared for coming to Canada and matching them up to the private sponsors. This way we help the private sponsors and we help refugees and we no longer have a loophole for persons coming to Canada to leap frog the immigration system. As for your wanting to screen people to have the right values, short of assuring they have work life and language skills I am all ears but simply asking people if they like beards but mo mustaches probably won't work.

I would opine it is illogical to suggest people who wear masks are racist considering many who do are in fact Asian. I would then suggest that masks are a response from people afraid of catching a disease not knowing the mask is not going to stop the spread of the disease. Hand washing, practicing proper hygiene will. Yes the food practices in China are a direct cause of many of these outbreaks. Also with the over-use of anti-biotics, we have created strains of disease resistant to it now.
