Thanks for you response re:407. This is the problem. In 2000 my ex and I separated. I inherited the car/license plate as part of our agreement. I tried to get a transponder, but was denied unless I gave them my banking info. After 2 years of fighting with them, they finally gave me a transponder in Dec. 2002. When I opened that account, no one said there were amounts owing on the plate.
