  1. There may be a cheaper and more human solution. It would require government to invest in enough land to create a giant homeless work farm, where those animals would be given tents and cots and jobs to do during the day. In the process, they could learn responsibility and marketable skills. There would also have to be plenty of drug screening. Yesterday I saw a bum in a parking lot with a sign, begging for help for his family. Because I'm a nice guy, I didn't open my car window and say "HEY A$$HOLE!   5. Again, this was ONLY made possible by the government subsidizing bad business practices with student loans, Pell Grants and other WELFARE which shields the college from market forces. Take all that away, and you'll be amazed at how quickly colleges cut the fat in order to keep the doors open. A little bit of private sector free market capitalism goes a long way.
  6. AGAIN, management of ANY company, public sector or private sector, still has to deal with retirements and pensions. Not all colleges and universities are public sector, by the way. There are a lot of private colleges doing very well, and graduating much better educated grads. The student loans and other government welfare are what make colleges public sector institutions in the first place.

Budgetary concerns about retirements is something EVERY company has to deal with. It doesn't help that professors WHO RARELY EVEN TEACH CLASSES, make such huge salaries and are tenured. Pressure to ease credit is coming from other federal agencies, including the Justice Department, which has threatened banks with lawsuits if they don't reinvest in minority communities hit hard by subprime foreclosures. It's ordered some lenders to open branches in recessed areas of Detroit and St. Louis and other cities with heavy subprime foreclosures.
