Between 2015-16 and 2024-25, however, government spending on external services increased from around $8.3 billion to around $19.5 billion.

Since 2015?? Proof please.

If contractors were hired, then skills or talents were not internal or...were being misused internally. 

Bottom line,  short term hires cost less than full time pay and benefits for skills only need somethmes

Going from $8.3 billion in 2015 to around $19.5 billion in 2024-25 is a pretty substantial increase.
