You did more than lie. You have spent the last week doing even worse in your dishonest behavior in refusing to admit it and playing dumb or outright ignoring it when called out. 

YOU made it an issue, YOU continued to make it an issue every time YOU continued to lie and play these dishonest games. 

Even now, you still won't admit what you have done, that you were wrong, or apologize or own up to anything.

The previous clause uses the word citizens, and talks about the privileges and immunities of citizens. But this clause is about people in general and is about due process, which is afforded to all people within a state.
