The operative word in your post is "should." Our current system, or at least the version of it featured in Ontario, doesn't function on the basis of universal access to necessary medical care. Rather, care is rationed and some kinds of necessary care (i.e. for rare diseases) basically aren't funded at all. Essentially, you take your chances in the genetic lottery and hope to come up with a winning ticket. Otherwise, you're toast. If that's how our "universal" system works, shouldn't health care consumers be offered other choices? Is a lottery-based program either sufficient or humane?

Well health is dynamic and the system requires constant revision to meet changing needs.
