Interesting clause in Texas to get releif funds

#11 - Verification not to Boycott Israel.  By executing this Agreement below, the Applicant verifies that the Applicant: (1) does not boycott Israel; and (2) will not boycott Israel during the term of
this Agreement. 

Why does this clause need to exist in order to help people affected by natural disasters? What is the purpose of this?

How the times have changed.  I have delved deeper into the BDS thing too, and that seems to get very interesting as to legislated support for Israel in the USA.
