It might well require that people without the requisite language skills, but who know sign language, be hired for positions. It might well require every office to make such a person available to anyone who wants access. It's hard to predict how courts and human rights agencies will interpret this. Which makes it a dumb enough idea to have originated in the vapid brains of the Liberals and their zealotry for 'inclusiveness'.
