I think it should be done with permanence unless it is simply as a 'vacation', for being 'temporary'. Immigration is just a subset of international labour flow that cannot satisfy the demand for skilled and unskilled workers around the world. Some workers have no intention of becoming permanent residents, but rather seek well/better paying positions. I recall one IT project I was on where the foreign visa workers (Pakistan, India) were complaining about having to pay "social security" taxes when they would never be in country long enough to qualify for the program.
