Two Groups: The Outliers

In a previous life, I sat in a meeting listening to other Westerners discuss an international crisis, a military affair, and how to respond, what to do.

I was astonished. I realized that the modern West has two bureaucratic industries:

The first industry wants to help others in a crisis. The second industry wants to know how to pursue a war.

I reckon that because of taxes and bureaucracy, both industries are sadly part of 21st century life.

Which two industries? Relief agencies and weapons manufacturers?

I think both of them have been around for many centuries in various forms... I don't think this is a uniquely 21st century phenomenon that's emerging.
