That is real. The claims that they had to be moved because of 'sea level rise' is complete and total nonsense invented by chicken littles desperate to blame everyone problem in world on industrialization in far away places instead of looking for more plausible causes. More importantly, the Antarctic ice pack keeps increasing but you are will probably argue that AGW, like all mystic boogie men, simultaneously causes the ice pack to increase and decrease depending on what the chicken littles need. Antarctic ice pack is definitely increasing, because increased temperatures have allowed more evaporation, condensation, you know, how rain happens, which dilutes the saltiness of the ocean surface and therefore raises the freezing level temperature. The whole climate change thing is about control. Nothing more. Controlling the way you think the way you live. But climate change mitigation still won't get rid of all the plastics in the oceans. North Carolina famously passed a law that forbids government agencies from considering possibility of sea level rise when making policy. Why? Because real estate developers lobbied for it. You seem to want to ignore the fact that it is common for bureaucrats to exaggerate climate change concerns and use the topic as an excuse to get funding. On the other you have republicans who seems to want to pretend the issue does not exist at all. Both sides are unreasonable and, in this case, the government response is excessive and uncalled for. But that does not mean the bureaucrats who want to "talk about climate change" are on the side of the angels. I missed where it was established as fact that this is a common problem. I've heard it claimed that scientists do this, usually by Breitbart/Townhall types, but for me it's a first to hear that bureaucrats also use climate change to get funding. Funding for what? This particular policy by FEMA makes a mockery of the actual science that shows there is no detectable link between AGW and "natural disasters" at this time. Now you will likely note that this policy was in response moves by states but it is an example of a government bureaucracy linking funding to a willingness to cowtow to the climate change cult. That said, the mission of bureaucracy is to expand its budget and power so if you take away climate change as a tool they will find something else to exploit so one could argue that the net savings are small.
