Not sure what the issue is. Large companies have people to coordinate this stuff. It's not a degree, but post-secondary education that's required.

This is typical of the crappy kind of journalism we have today - eHealth wasted $1B but until somebody submitted an expense claim on a bagel, we refused to talk about it.
