William Ashley Posted July 6, 2010 Report Posted July 6, 2010 I'm guessing a bunch of these are "single suppliers" based on contracts for specific materials that only one supplier could procure. But also based on national security - such as the airplanes for the national defence and the canadian forces. Undoubted the money could be laundered through bidding anyway such as being investigated currently with the raffer situation. Quote I was here.
