I'm guessing a bunch of these are "single suppliers" based on contracts for specific materials that only one supplier could procure. But also based on national security - such as the airplanes for the national defence and the canadian forces.

Undoubted the money could be laundered through bidding anyway such as being investigated currently with the raffer situation.
