They are on must carry right now. They run an entertainment-drama-comedy etc format, just like most other stations. They wish to change their format to all news. That requires a new license. This is what it is about, they wish to retain their tier one status, but the CRTC in its infinite wisdom thinks they should be subscriber based. If it was simply a matter of canadian content, an all news channel would win hands down over their cuyrrnmt format of running US reruns... Sun TV News Channel won't even be launched until 2011. You've got your facts, tiers and categories mixed up not to mention that Sun TV and Sun TV News Channel are also different. Your notion that a must carry licence is common also does not jibe with this The license Quebecor requested – known as a Category 1, soon to be Category A – is rarely granted, and in March of this year, the CRTC announced that it would not consider any new applications for those licenses before October, 2011. Whatever it is, it sure looks like Sun TV News aka Quebecor applied and asked for special consideration that is not afforded most other stations.
