Natural disasters in less populated states (like the Dakotas) draw much less attention from political wonks. Corps projects are bartered in Congress for votes. I believe you are calling for a de-centralizaton of authority? Congress should have less power? The Federal government could have acted as a coordinating body or organizational agency. This is a recent development, as the Feds were always considered the last/lagging resource. Disaster area decalaration now occurs before the actual event to jump start federal resources, and in some cases, displace the state and local role for good or bad. Use to be that a governor could handle nearly anything with guard units, law enforcement, and volunteers. The US federal government also wants to influence the planning and relocation of flood plain development, reversing a 100 year old trend to fight mother nature with dams and levees. Nor is he proposing things he hadn't proposed during the campaign - health care or pay as you go or any of the other issues the right wing has yet to discover --- the only amazing part is how the right wing pundits seem to lack any ability to pay attention when someone is telling them the truth - after months of falsely accusing Obama of producing a precipitous withdrawal from Iraq, they started accusing Obama of following Bush because he hasn't pulled the troops out of Iraq in his first 5 months of office --- the dimwit fascist pundits just can't keep up with reality - the are always in a state of agitated surprise Seems to me like Obama supporters feel that ANY criticism of him in any way,shape or form is completely unacceptable and you call them fascist.What exactly is it about Obama that should make him exempt from any criticism?
