It is extremely difficult to guard EVERYTHING from people willing to die in order to kill. You can guard specific government buildings, but in these cases you'd need to guard every market, every train station, every bus stop, and the house of everyone who is in any way remotely connected to the government. Cleaning people have been executed on their way home for being "government stooges".

And people talking about the lack of security should understand that Canada has far, far, far less security than places like this. The difference is simply that we don't have a bunch of crazies willing to machinegun people in markets, or willing to die to kill politicians. If we did, it would not be at all difficult to take out most MPs and cabinet ministers, or the PM himself for that matter. None of our security is set up to block suicidal attacks by armed groups of people. Three guys with Ak47s and grenades could easily shoot their way into the House of Commons and kill everyone in sight. The guards there aren't even armed.
