Interesting idea. I don't want governments to go back into deficit spending because, like alcoholics and that one drink, governments that go into deficits cannot stop. But let's not ignore the fact that Katrina was an event of national importance affecting a number of communities in a number of states along the Gulf Coast: in other words, this was precisely the kind of incident the federal government is suppossed to respond to.
