As to Who Cares it's a bit of a Catch 22. Locals openly call their home town The Pig and dismiss the stench as The Smell Of Money, public drunkenness and drug taking are rampant, it's a grim shithole that garners no sympathy from anyone who's visited there. I'm not suggesting anyone deserves poisoning but the President of the local citizens action committee is naive beyond belief if he thinks Govt attention to long standing problems isn't media driven.

I thought they were so big/fat/glossy looking specifically because they ate so much fish, certainly meat eating Transients are leaner/scruffier looking but there could be other reason for that I suppose. FWIW-I've seen the Offshore variety too off WCQCI but not really close up.

FYI-I have travelled/lived/worked in various developing countries for over a quarter century now, including Central America, the Canadian Govt couldn't care less where it's citizens go nor what happens to them there never has never will that's not how it works not even close.
