    The family of a murdered Ontario girl says one of her killers is living at an Indigenous healing lodge in Saskatchewan instead of the maximum-security prison where she had been serving a life sentence.

    Terri-Lynne McClintic, who was convicted of first-degree murder in the kidnapping, rape and murder of Victoria (Tori) Stafford, 8, in 2009, is now being housed at the Okimaw Ohci Healing Lodge near Maple Creek. She had been serving her life sentence at the maximum security Grand Valley Institution for Women in Kitchener.

    Correctional Services Canada would not confirm the transfer, citing privacy legislation, but Rodney Stafford, Tori’s father, told CTV London he found out about the transfer after a corrections officer contacted him regarding McClintic’s request for day passes.

    During an interview with CTV’s Power Play on Tuesday, Minister of Public Safety Ralph Goodale said officials consider public safety and the best rehabilitation methods before deciding to transfer an inmate to a lower-security facility.

    “The prison management officials have determined this is the best way to both rectify her bad practices in the past, but also to keep the public safe,” he said. “The officials that have the professional capacity to make that decision are making it in what they judge to be the best public interest.”

    With this news, the family's wounds are open wide again. Living through the heartbreak of losing a child to kidnappers, rapists and murderers.

    And how about Goodale's reaction? The convicted murderer was sent to an indigenous healing lodge  "to rectify her bad practices in the past". So now, our public safety minister equates first degree murder to "bad practices" of the convicted murderer. Of course, for this Liberal government, this is just another way down the road to reconciliation with first nations. And of course, it's seen as a step to a more just society. I feel sick.

    How do you solve a problem like Julie? The Prime Minister’s Office won’t even admit there is a problem with the Governor General, Julie Payette.

    Rideau Hall insists that the Queen’s representative in Canada is “fully committed to the responsibilities” of her office.

    “I look forward to sharing our accomplishments to date and to presenting some new initiatives as we approach the one year mark in my mandate,” Payette said in a statement.

    Yet, as my colleagues, Marie-Danielle Smith and Brian Platt, revealed in exhaustive detail on the weekend, there is a problem — the governor general is chafing at the public scrutiny and adherence to convention the job entails. She is said to be unhappy in the job and one source even suggested the government is looking for an off-ramp that would allow her to leave without acknowledging its own dereliction of due diligence in appointing her in the first place.

    Events that, at first glance, appear unrelated may offer a clue into how the Trudeau government intends to solve a problem entirely of its own star-struck making.

    On Saturday in Montreal, Foreign Affairs Minister Chrystia Freeland said Canada will create an ambassadorial position dedicated to women, peace and security.

    Would switching Payette from the GG post to an ambassadorial position provide a diversion from Trudeau bungling the appointment of Payette as GG in the first place.

    Another public opinion poll has support for François Legault’s Coalition Avenir Québec party falling, with the party headed for minority government status.

    The same poll also concludes there is growing support for the left-wing Québec solidaire party, which has now made a record $28 billion in election promises in four weeks of campaigning.

    Released Friday, the Forum Research poll pegs support for the CAQ at 32 per cent, which is 10 percentage points lower than the last time Forum polled, on Aug. 24.

    Support for Quebec’s Liberals remains steady at 24 per cent, which is where the party was in August. The Parti Québécois is also in about the same situation. In August it was polling at 21 per cent. Today, it has the support of 24 per cent of the sample.

    QS, however, goes up by six percentage points; from 13 per cent in August to 19 per cent now.

    Based on such numbers, Forum Research projects a CAQ minority government with 58 seats. The Liberals would form the official opposition with 38 seats. The PQ would have 23 seats and QS six.

  5. Democratic Institutions Minister Karina Gould emphasized the need for an impartial and independent debate commission or commissioner in a letter to a House of Commons’ committee this week.

    “Formally establishing an independent commission to organize the debates could help ensure that the interests of Canadians, rather than private entities and political parties, are central to how leaders’ debates are organized and broadcast,” Gould wrote.

    She went on to outline some of the government’s views on how such an independent body would operate, including that it should be guided by various high-minded principles such as “democratic citizenship, civic education and inclusion.”

    The commission or commissioner should also ensure that “the decision they take reflects diversity in Canada,” she added, while working to ensure debates are as accessible as possible.

    Yet Gould was decidedly vague on whether the body should be set up inside Elections Canada as well as the politically sensitive question of how and when it should establish _ and publicly reveal _ the criteria for deciding leaders’ participation.

    The senior official, who did not have authorization to speak publicly, said the government has been working for some time and while some details are still being finalized, the intent is have the new entity ready for the October 2019 election.

    François Legault’s CAQ started the campaign with a comfortable lead.

    The new poll, conducted between Friday and Monday, indicates that, with less than two weeks remaining in the campaign, the CAQ and the Liberals are in a dead-heat.

    The CAQ has dropped four percentage points in a week, with the Liberals gaining one point, and Québec solidaire gaining three points.

    The latest standings:

    CAQ – 31 per cent;

    Liberals – 30 per cent;

    Parti Québécois – 21 per cent;

    Québec solidaire – 14 per cent.

  8. This election looks like it will be a nail biter. Legault (CAQ) got into trouble over the immigration file, resulting in a 5 point reduction in support and the Couillard Liberals are not far behind.

    The numbers were apparent in a Mainstreet Research poll released Monday, the first since the French debate. Mainstreet now has the CAQ at 31.8 per cent, down five full points since the first debate. The Liberals were at 29.2 per cent, essentially flatlining but still up 0.8 per cent, with the PQ up two points to 21.2 per cent, and QS up 2.5 points to 14.1 per cent.

  9. After telling Canadians and veterans that veterans are asking for more than what the country can afford, it turns out that Trudeau and his government have left $372M earmarked for veterans unspent since taking office in November 2015.

  10. After vowing to not interfere with the matter of Ford invoking the NWC, Trudeau sticks his nose in it.

    "In particular, we believe MPPs elected in Toronto have a responsibility to defend the city, its democratic institutions, and the rights of citizens to a free and fair municipal election. The people of Toronto deserve nothing less."

    It shows cheering Trump supporters followed by two shots of goose-stepping soldiers.

    Couillard slammed those proposals Monday, as he has throughout the campaign, reiterating that slashing immigration would be an economic disaster that would stymie growth and make it even harder for employers to recruit staff.

    “The main question, the ballot box issue, with the labour shortage we have, is whether it’s appropriate to propose a reduction in the number of workers who come to Quebec,” he said.

    Reducing immigration “is not only an anti-economic measure, but it will limit the long-term development of Quebec,” Couillard hammered.

  14. I applaud your appointment as Immigration Minister and agree with your plan of action. I would add one more step, preferably right at the beginning of the process. Make it mandatory for all prospective immigrants and would-be refugee to view a short film depicting our harsh Canadian winters. Show plenty of ice and freezing rain, and blinding snowstorms. That should make some think twice about choosing Canada as a desirable destination weather wise.

  15. This trade initiative has been an epic disaster on the part of Justin and co. Not surprising since from day one the Liberals and their operatives have failed to properly read Trump and his moods. This failed required first diplomatic step has impeded Canada's budding relationship with Trump. Trudeau stepped in it when he held a press conference immediately following the G7 in Charlevoix and criticized Trump's stance on NAFTA when he had lead Trump to believe they had reached an agreement in principle. So now Canada will probably pay the price and forced accept the crumbs that Trump will throw our way. Nice going Chairman Trudeau.

    Christopher Garnier, 30, is serving a life sentence for second-degree murder in the strangling of Campbell, 36, whose body was found in September 2015 near Macdonald Bridge in Halifax.

    At trial, an expert for the defence testified Garnier developed post-traumatic stress disorder (PTSD) as a result of the killing. At a sentencing hearing earlier this month, a Crown prosecutor told the court that Garnier's treatment is being paid for by Veterans Affairs because his father, Vince Garnier, is a veteran.

    "In this circumstance, I find it really hard to chew on that we're spending taxpayers' money like that to help someone when we also have veterans that are having a really hard time getting treatment through VAC," said retired sergeant Colin Saunders, who organized a protest over veterans' benefits earlier this year on Parliament Hill in Ottawa.

    "Certainly, there's lots of veterans whose family members need help or need services and they're not getting it."

    Garnier killed Campbell, a constable with the police force in Truro, N.S., in a Halifax apartment on Sept. 11, 2015, hours after the two met at a downtown bar. He put her body in a green compost bin and wheeled her to the bridge.

    In December, a jury convicted him of second-degree murder and interfering with a dead body.

    A Nova Scotia Supreme Court judge ruled earlier this month that Garnier must serve at least 13½ years behind bars before he can apply for parole.

    The defence had argued that parole eligibility should be set at the minimum of 10 years, in part because Garnier suffered from PTSD related to killing Campbell.

    The court heard his father, who had served in the Canadian Forces, also has PTSD, and that getting treatment for his son helps them both.

    That is beyond disgusting. Especially after Trudeau told veterans they were asking too much for what the government could afford. The convicted murderer never served in the military. He should get nothing for PTSD treatment.

    The PLQ has been in power for 15 years. Legault (CAQ) said they are a "tired" government and a change is needed.

    Well a right wing party did make its way to opposition in 2002. The Action Démocratique du Québec (ADQ) did not survive and it merged with the CAQ in 2012 which is more centrist than was the ADQ.

    Mr. Legault promised that a CAQ government would seek more powers from Ottawa, including in the fields of language and immigration. He called for “a Quebec that will remain inside Canada, but it’s Quebec first. We are a nationalist party.”

    Quebeckers will elect 125 members to the National Assembly (MNAs). At dissolution, the Liberals had 68 seats, the PQ had 28, the CAQ, 21, and Québec Solidaire, three. Five MNAs were sitting as independents.
