Adscam II is coming back real soon.
hiti replied to Canuck E Stan's topic in Federal Politics in Canada
Read this. Yeah, you proved my point. They aren't audited by the OAG (i.e. Fraser's office.) They are audited by a self-appointed external auditor. Does Enron ring any bells??? Maybe you should try reading what you post... Understand what you read? Quote=The law enjoins directors to establish financial and management controls that will ensure that the Foundation's business is managed effectively, efficiently, and economically. The law also requires the board of directors to establish an audit committee, to engage an internal auditor, and to commission internal audits to ensure compliance with the management controls established by the board. The external auditor has regular access to the internal audit reports and uses them in the preparation of his annual audit. The fact that the external auditor has not issued any observations in his annual reports should be taken as providing assurance that reasonable controls are in place and are being enforced. The law also provides for external reporting relationships. The Foundation is required to provide an annual report that includes not only financial statements, but also a statement of its activities and plans, and an evaluation of the results achieved. This annual report is sent to the Minister of Human Resources and Skills Development as well as the provincial ministers responsible for post-secondary education, and tabled in both houses of Parliament. A copy of the annual report is also sent to the auditor general of Canada. The report forms the major topic of discussion at the annual public meeting of the Foundation's members. In addition, the 1998 Budget Implementation Act requires the Foundation to cause a mid-term report to be made of its activities and to provide for its distribution, tabling in Parliament and public discussion. -end quote Not only are the books opened to Sheila but also Parliament and the public. So.... do you understand what you read? -
Apples to Oranges. Assadourian and Leung were never sent on taxpayer-funded fact-finding tours and neither ever promised to produce a public report. Wajid Khan spent tax money and brought back ..... what? We know Steve lies, so is he keeping the report secret because it ii not what he agrees with? Khan probably needs some brainwashing so he speaks proper Steve language. Wonder who is going to pay the loan to Khan from Khan?

Please... slam the Liberals all you want but be honest about it. Yes, the Liberal government was going to tax income trust and Goodale made the announcement that he was going to consult with the industry and review income trusts. After the review Goodale announced the Liberal government would not tax the popular income trusts and would also lower the taxes on dividend paying stocks. The only mistake he made was to announce that he would be making an announcement. Everybody was telling everybody that an announcement was coming and some jumped on the news and made money because they sensed that the announcement was not going to be bad but good news. Probably Goodale was smiling. Of course because some people are just good at knowing how the wind is going to blow, which pissed off the NDP and they asked the RCMP for an investigation. They tried that trick at another bi-election but it didn't work. Giuliano Zaccardelli could have, should have been fired for leaking during an election that the RCMP were investigating the Liberal party. Quote=The Liberals were leading in the polls until the Dec. 28th bombshell announcement by New Democratic Party MP Judy Wasylycia-Leis. She had received written notice from the RCMP of a ''criminal investigation'' into a possibly illegal transfer of information in advance of the federal government's Nov. 23rd announcement regarding the taxation of corporate dividends and income trusts. The RCMP notice said there was no evidence of wrongdoing or illegal activity on the part of anyone associated with the investigation and it named only Goodale. -end quote That is the only reason that Steve won. So did Steve owe Zacc a big favour? Still today, no answer from the RCMP.

Tories Announce Energy Efficiency Plan
hiti replied to Ricki Bobbi's topic in Federal Politics in Canada
Improved for whom? Certainly not the working poor and seniors. They again have been shafted by Steve. http://www.liberal.ca/news_e.aspx?id=12183 In fact, that 70% was also shafted by Steve and company. They were the people who had the audit but could not complete the program cause Steve canceled it. Seems like Steve's bunch will say just about anything to get the votes. -
Uhhh, he completely ignored what the Government has done on Wait Times, so you are right jdobbin is in full attack mode today ...... as usual. They have done nothing but fund a study to see how long kids have to wait before they get surgery. A study that I know hospitals have already got the answers on. Steve just had to ask them to forward the info to a central data base. Some big deal. The provinces, who are responsible for gathering the information and managing existing wait-time programs, were not consulted with this pilot project. This was just another photo-op so Steve can say that he is doing something about wait times. But if Steve were really serious about wait times for children he would have consulted the provinces and he would have given them the money that Paul Martin had promised to improve wait times. Instead Steve slashed those funds by over half. Guess his rich buddy's need bigger tax cuts.

Governing for All - the Blending of Conservatism
hiti replied to Keepitsimple's topic in Federal Politics in Canada
The Kelowna Accord, which Steve canceled was addressing the unique needs of our First Nations. What substitute does Steve have? Nothing. And yet Liberals have made a difference. They wrestled Canada back from the brink of bankruptcy, where Mulroney had taken us. They balanced the budget, started to pay down the debt, implemented $100.5 billion in tax cuts in 2000, $22 billion in 2005 and $29 billion in 2006. These tax cuts were aimed at lower income Canadians. WTF did Steve do???? He robbed the poor to pay the rich. I personally lost over $400 per year in taxes. He immediately gave his rich buddies a $5 billion GST reduction, he raised the lowest tax bracket and lowered the personal exemption and wiped out the Liberal tax cuts to the poor, the elderly and those who can't afford big ticket items to take advantage of the GST cut. Steve is not embracing Climate Change. He needs votes so he borrowed the Liberal Project Green plan that they had set up, but lost the election so some parts of the plan had not been fully implemented. This of course was after he had canceled all the environment plans as soon as he was elected. Some problems can't be fixed without putting money into it. Every single Steve announcement on Climate change was a Liberal Project Green project. Steve just took out the parts where the poor and seniors received monies to retrofit their homes, changed the names and all of a sudden the "new" government has a plan on emissions and kyoto targets but it's not kyoto. Amazing. Steve is not listening. He is politicking. He wants his majority so he can change Canada into his own image. All those speeches he gave, all the letters he wrote, all those words he said, they are still his intent. He is just biding his time and needs a majority to wreck our political system. Seeing the votes is not governing. Steve is doing what it takes, lie, cheat, cover up..... whatever it take to get his end result. And that is not listening to Canadians and adapting. It is listening to Canadians to see how he can fool them into voting for his majority. Steve cannot be trusted and his fresh air is rotten underneath. The man is a scam artist. A thug. His Party sucks big time. It has no heart. No soul. -
Oh my......... just cause it was Mulroney it was dropped by this "new" government. They didn't want one of their own to be outed as "on the take" over Airbus with bags full of $$$$. We can see where the sponsorship Boss, the Tory Chuck Guite learned his trade. After all he was Mulroney's ad man.

Contrary to what conservatives are trying to spin, the Liberal plan for early child learning and care was an excellent plan that would have benefited so many families. And Steve can erase all the government information off it's web site that it wants but the internet has footprints. The agreement that Ken Dryden, on behalf of the Federal Government, signed with the Alberta government is here. As you all can read, it was/is a very good program. Much better than the $100 for children under age 6, which is not childcare but the old family allowance for extra beer and popcorn money. The failure of Steve's beer and popcorn money is glaringly apparent. And just as happened in Ontario under Mike Harris's grand child care scheme where private business would build all these spaces (not) so too Steve's flop is just that .... a flop.

Canada can get rich by going green: Dion
hiti replied to stignasty's topic in Federal Politics in Canada
No.... it's a way to make sure that collectively, we stay within the limits of what it reasonable for this earth. If it helps out poorer countries, then that's just a bonus. If you want to ante up and deliver extra money from your pocket to shithole countries run by thieving murderers that's up to you. I can think of better things to spend my money on. How about shifting your money to companies right here in Canada? We all know that some companies will have a harder time and take longer to get their emissions under control. They can buy credits in Canada from companies who have met or exceeded their targets. China has already made some efforts to reduce it's CO2 emissions. For example between 1997 and 2001 when "by switching from coal to cleaner energy sources, initiating energy efficiency programs, and restructuring its economy, China has reduced its carbon dioxide emissions 17 percent ". China also signed Kyoto and is expected to no longer be exempted from the CO2 emission targets. American emissions of carbon dioxide in 2003 would have been 6% higher if the United States had manufactured the products that it imported from China. Meanwhile, China's 2003 emissions would have been 14% lower had it not produced goods for the United States. "These results show the importance of world trade in accounting for the emissions that drive climate change," says Shui Bin, an environmental policy analyst who authored the Energy Policy paper with geochemist Robert Harriss. Their research was supported by the National Science Foundation, NCAR’s primary sponsor. The world’s two biggest emitters of greenhouse gases are the United States (about 25% of the global total) and China (about 15%). The Shui and Harriss study implies that the United States is indirectly responsible for even more carbon dioxide than widely perceived. On the other side what do we have. The US is by far the biggest per capita CO2 emitter in the world at 5.37 per capita (Canada is 3.76). It's CO2 emissions have continually gone up since 1990. And it hasn't ratified Kyoto and is not expected to set CO2 emission targets in the near future. -

Meh. I call bullshit on that. We can reduce our emissions by 40% in two years? Sure. Okay. Let's hear the plan. Does it involve shutting down all industries and living in caves? What two years you talking about? The Liberal Project Green (that Steve borrowed from) was to meet the Kyoto targets by 2012. Canada was on track to meet these targets by 2015 at the latest. And where do you get the 40%? Emission have increased by 24% from the 1990 levels. And have been holding steady. -
Dishonest & Wrongheaded Environment Policy
hiti replied to August1991's topic in Federal Politics in Canada
So Steve is hoping to brush the environment issue off the table by cherry picking certain aspects of the Liberal Project Green programs which were put in place by Dion and Martin. And then claiming that he is taking care of the environment with a clean air act. Except that all help for lower income and seniors was ignored in the rewashed Steve environment initiatives. Bet in Steve's world everyone earned over $100,000 per year and has received hand out from their daddy's. -
Ah well.... too bad for the Steve supporters here that it is the Liberal party who has the last say in who they accept as members, not the leader of the party. In this case, Stephane Dion. And one must remember that with Gomery and the RCMP all over the sponsorship program, if there were any evidence, anything at all, Marc-Yvan Cote would have been charged and would be in jail. I see that the bossman, the Tory Chuck Guite is in jail.

Uhhh, the Foundation structure is a joke. Weren't they all originally started with a five-year mandate? I know this one was. The rationale being it was only five years so people wouldn't scream about the arms length setup. i.e. the Governor General's inability to keep close tabs on it. Any evidence on how Fraser is *keeping track of the Foundations*? Read this. -
Why, did you try to buy some. A kyoto card? No.

Do you agree with Kyoto - or not?
hiti replied to Keepitsimple's topic in Federal Politics in Canada
The technology in a lot of areas already exists. It's the will to spend the money up front that isn't there and to reduce emissions. This needs to be regulated with time-line and time-frames for cutting emissions. Tax incentives such as tax credits for clean plants and tax penalties for dirty emitters would help. Canada could then easily meet the Kyoto targets. Some of the technology out there: Joffre Plant Nova Chemicals Solar Energy Using C02 for oil and gas extraction Waste Management and Recycling -

Technology that exists: Joffre Plant Nova Chemicals Solar Energy Using C02 for oil and gas extraction There is lots of technology out there. These are not ideas being looked at but ideas that are implemented and working. Too bad someone doesn't tell the ONT power plant to sell their CO2 to the oil companies. Like Dion says... mega money. It's the incentive to lower emissions that is missing and a tax incentive will work. Trying to pass this off as a threat is silly. There are numerous tax brackets within the personal tax system and everyone who earns higher and higher wages gets "punished" as you imply, with higher taxes. -
Dion: You can make big money from the environment

Dion: You can make big money from the environment
hiti replied to Canuck E Stan's topic in Federal Politics in Canada
Your friends of science are a phony group set up to misinform and mislead the public for their own profit. Sorta like tobacco companies use to do. Quote- The Friends of Science Society (FoS) is a Canadian non-profit group based in Calgary, Alberta, that is "made up of active and retired engineers, earth scientists and other professionals, as well as many concerned Canadians, who believe the science behind the Kyoto Protocol is questionable." In an August 12, 2006, The Globe and Mail revealed that the group had received significant funding via anonymous, indirect donations from the oil industry. Lobbyists According to the Lobbyists Registration System, Government of Canada, Bryan Thomas and Morten Paulsen of Fleishman-Hillard Canada Inc. are registered lobbyists for the Friends of Science Society. Registration records show that services were due to expire in August 2006. [5] Morten Paulsen, who "has close Conservative ties", is not only registered as a lobbyist for Friends of Science, but also for "several petroleum companies including Conoco-Phillips Canada, and Kinder Morgan Canada Inc. Paulsen has long been active in the federal Conservative Party and its Reform/Alliance predecessors, serving as Preston Manning's communication director, managing MP Art Hanger's 2004 election campaign, and also holding high-ranking positions with the Alberta Conservatives," according to the Liberal Party of Canada in Alberta in August 2006. [6] [edit] Funding "In Canada, we have the 'Friends of Science Society' founded in 2002 by Albert Jacobs and other retired oil patchers," Jim Peterson, M.P. wrote in 2006. "According to a recent article in the Globe & Mail by Charles Montgomery, the Friends of Science financed their lobbying efforts, including a production of a DVD entitled 'Climate Catastrophe Avoided.' in the following way." Prof Barry Cooper at University of Calgary "established the Science Education Fund. Donations were made by 'we don't know who' to the Calgary Foundation. Its donors are kept anonymous, but they do get tax receipts. The Calgary Foundation then donated to the Science Education Fund, which then paid the costs incurred by the Friends of Science, more than $200,000 was provided over 2 years." "[The money's] not exclusively from the oil and gas industry," Cooper told Montgomery. http://www.charlesmontgomery.ca/mrcool.html -end quote http://www.liberalalberta.ca/news.aspx?site=news&news=11826 http://www.sourcewatch.org/index.php?title...ends_of_Science -

hiti replied to stignasty's topic in Federal Politics in Canada
Yeah if we shut down one third of the economy. The pembina institute is a left wing pink tank who have been trying to ruin Alberta's econmy for some years now. That would violate the equal treatment under the law in the constitution. Nothing new for the left though. There wouldn't be many other companies if it weren't for the oil companies. If they try ripping off the oil companies they will just pass those costs down the line. You can't force a company to buy the phony carbon credits from anyone. Oil companies are already researching and implementing methods to reduce carbon and cut down on emissions. They would welcome a tax incentive for cleaner projects. Which is not a violation of the constitution. Company A emits 500 GHG and pays 15% tax because of a prorated reduction or tax credit Company B emits 1000 GHG and pays 30% which is the rate set for that amount of emission. No violation. -
Have you bought your carbon credits yet. http://www.rightpoint.org/kyoto_hoax1.html Terry Pearson is an idiot and like so many others is misleading. There are no kyoto credits to be bought on line and his silly card is not kyoto credits. Just like tobacco smoke does not cause cancer. Yup, go back to sleep. No green house gases here.

hiti replied to Canuck E Stan's topic in Federal Politics in Canada
Was adscam a Liberal problem? Mr. Coffin is proof that ad executives were ecumenical when it came to making money. He said he became a staunch Conservative because he opposed Pierre Trudeau's national energy program. Judge Gomery asked. ”It would appear that you were getting substantial business from the government . . . so you thought it was good business to show up at (Liberal) functions and it wasn't going to get you any business to show up at poorly-attended Conservative functions.” ”That's true,” Mr. Coffin conceded. Paul Coffin told the Gomery inquiry that he repeatedly produced fake invoices, over-billing the federal government for thousands of dollars for work that was never done on sponsorship projects at the behest of Chuck Guité, the bureaucrat in charge of the program. In the 1980s, Guite became the head of the government's advertising branch. Guite was known for steering work towards Tory-friendly ad firms during the Brian Mulroney years. Jean Brault was a Tory This wasn't exclusively a Liberal Party of Canada problem - its a problem with people and corrupt ethics. Gomery knows all this and that is why he recommends that deputy ministers be responsible to parliament and not just the PMO. Gomery hired Kroll Lindquist Avey to audit and follow the money. They found that the Liberal party had received $801,000 in donations from those who had been charged in the sponsorship scandal. The Government sued the recipients of the sponsorship for over $40 billion and the Liberal party paid back money the auditors said had been donation to the party. Paul Coffin paid back over half. Did the rest pay? Are there more to be charged? I double it. If the RCMP are following the money they won't find out any more than Gomery or Kroll Lindquist Avey or even Sheila Fraser did. Money that the Government budget put into Foundations and research is still there. It is being used for the betterment of Canada. Unless Steve grabs all the money for some stupid vote buying or to pay for more military equipment. Besides Fraser is keeping track of the Foundations. -
Agreed about Emerson (and Stronach and Brison). Turner is a different story for two reasons. He is sitting as an independent and he was kicked out. Stronach and Brison already went through an election and got re-elected.

Canada can get rich by going green: Dion
hiti replied to stignasty's topic in Federal Politics in Canada
Na... Kyoto did not specify that we are suppose to buy credits.... it is just an option. Those billions of $$$$ could be Canadian companies "selling" credits to other countries. And yes, Canada can/could have met the Kyoto targets within 1-2 years. (This from the Pembina Institute.) One thing Steve could do is borrow from Dion's policy to use taxes as an incentive on energy policy that rewards clean, or cleaner, projects, and punishes dirty ones. -
Such as a 30 cent/litre on biofuel plants to compete with the american ones? I'd like 10% biodiesel, but there isn't enough canola in the country to prop that up so I guess I'll live with 5%. I don't know where you are coming up with 30 cent/litre on biofuel plants but here check out Dion's environment policy http://stephanedion.ca/?q=en/News-060905Energy
