Once you have invoked war, then CSEC and CANSOFCOM are free to do whatever is necessary, start rounding up the Chicoms spies, left and right, Round up the CIA NOC's too, make Langley either own them or disavow them.

That was the CIA, the Canadians were just providing cover, they weren't the ones running the op. What you are suggesting requires them to find an armed agent of the state who is willing to obey an unlawful order, in contravention of a sitting judge. CIA has get out of jail free cards, we don't got those here.

Again, there's no covert intelligence arm here, CSIS doesn't do kinetic, all they do is watch, the Mounties do kinetic, but are not going to mess with a judge.
