I can hardly see that the distinctions matter much, except that an established Head of State, tends to be less hated tghan a political one. I think the main problem with these antique Empires though was the rise of nationalism. There is scarcely a European state consisting of a single nationality, so this notion breaks 'em up. Hungary was particularly full of minorities, and had been very bossy. As far as I can see, only France has ever got away with a 'national' state that wasn't, God knows why. It was the Revolution possibly.

Wouldn't it be great if the Western governments paid attention to their own crimes and got out of other countries altogether, particularly not supporting 'Israel' and Saudi Arabia in any and every circumstance. Think of all those terrorists in Syria without their rich suppliers, and imagine Mr Assad free to negotiate without the fear of murder for himself, his family, his Party and his co-religionists. A world government would be better than that, it made up of representatives of the smallest possible areas which control everything possible by direct democracy.

Most countries (all, as far as I know) distinguish clearly between economic migrants and refugees. I think your real problem comes from a lack of enough cheap labour. It's probably going to break Brexit or a lot of farmers here too. My real question is not the legalities but how far covering-up for inadequate wages is worth the money spent on a big drama about inadequate border-closures. By and large, whatever anyone does, the movements of capital are followed by the movement of labour, and all governments can do, even if their capitalists allow it, is delay the process.

There is a great deal of gargle here. I know of no-one who WANTS an abortion - it is always the best of a bad choice. From an honest point of view the best bet is usually abortion, though: it is wicked to force life on an unwanted child in this extremely nasty society, and giving the child to someone else is very often to give it to child-abusers.
