I for one am curious as to what this "guess" was based on (that is, unless you simply made them up).?

how do you define crime?

speeding ticket as a crime? I don't think so.

If we are talking about crimes that you could get jailed for, I would guess that 10% of the population commits about 90% of the crime. That is if you believe in the Bell curve.

If everything everyone did was known how many people would be in jail?

1. What difference does it matter?

2. Even if 90% of the population broke the law, you can be sure a significant proportion of them would be rich white CEO types who would never see the inside of a jail cell short of committing murder, so a significant percentage would never go to jail even if they all broke the law.

I drove 120 in a 90 zone today. (speeds converted to Trudeau Units) :)

Be thankful you are not living in Virginia. A 20 mph speeding ticket (read =reckless driving) will cost $2500 + a $350 non negotiable tax for 3 years. Lots of other nightmares.

But not if you are not a resident. IOW, every Virginian will get out of state licences I guess.

And here I am fighting against photo radar.

Oh, since misery loves company, I am fighting my $380 ticket from last fall......on my way to the hospital for emergency care. Hope I get a sympathetic judge.

Your 5% and thirty% is totally irrelevant to your own question.

If everything was known, the only people would be the ones charged with an offense requiring jail time.

In Canada that would be on average .oo1% of Canada population.

If you count going above the speed limit and other acts of similar scale as breaking the law, then I'd say that 0% of people never break the law. If we restrict the question to only include violations severe enough that, if caught, would warrant imprisonment, then I'd say it's probably a fairly substantial majority that never break the law.
