If we are talking about crimes that you could get jailed for, I would guess that 10% of the population commits about 90% of the crime. That is if you believe in the Bell curve. Even if 90% of the population broke the law, you can be sure a significant proportion of them would be rich white CEO types who would never see the inside of a jail cell short of committing murder, so a significant percentage would never go to jail even if they all broke the law. A 20 mph speeding ticket (read =reckless driving) will cost $2500 + a $350 non negotiable tax for 3 years. Lots of other nightmares. But not if you are not a resident. IOW, every Virginian will get out of state licences I guess. Wow....just wow. And here I am fighting against photo radar. Oh, since misery loves company, I am fighting my $380 ticket from last fall......on my way to the hospital for emergency care. Hope I get a sympathetic judge. Quote

Your 5% and thirty% is totally irrelevant to your own question. If everything was known, the only people would be the ones charged with an offense requiring jail time. In Canada that would be on average .oo1% of Canada population. Quote

If we restrict the question to only include violations severe enough that, if caught, would warrant imprisonment, then I'd say it's probably a fairly substantial majority that never break the law.
