Of course, foreign French citizens get to vote in the Presidential elections, and the biggest concentration in Canada is Montreal. Why wouldn't he have an office?

Stephane Dion is responsible for electing foreign leaders. Interesting, hey?

I don't know, seems strange. Do we do the same for other nationalities when there is a large concentration of them or is this rare? I really asked because I'm curious, I was surprised to hear it.

Geoffrey got it. But yeah, it was an office devoted to Ex-Pats.

It makes sense if one thinks about it, for the bulk of French ex-pats aspire to go to Canada as they see France too suffocating (high taxes, unemployment, endless bureaucracies) so much so that even Quebec seems like the promised land (en comparison bien sur!!)....albeit a very cold one, and not the sunny with Mediterranean beaches. Afterall, Montreal is the second largest concentration of French speakers in the world, second only to Paris (and ahead of Lyon and Marseille).

Anyhow, it would make sense that the ex-pats in Montreal would be very much reform driven, seeing as they tasted the fruits of liberalization.

"We" don't do anything. This is a French citizen's decision to lease an office. The French are the only country with population dynamics and a style of government that make sense to do so at first glance, perhaps there are more but I don't know of any.

I am curious to know if Dion voted in the election though.

Thomas Mulcair, the ex-Liberal Quebec cabinet minister who is also a French citizen, said that he voted but he declined to say for whom.

Dion has never voted in a French election and he has stated that he will not vote in this election.

Il ne votera pas pour désigner un successeur à Jacques Chirac. «M. Dion n'a jamais voté pour des élections françaises et il n'entend pas le faire cette fois-ci non plus», dit son porte-parole André Lamarre.

M. Dion avait lui-même expliqué lors du referendum sur la Constitution européenne qu'il ne votait pas dans un pays où il ne résidait pas.

The GG's husband is a French citizen but I don't know if he voted or not. The article notes that Philippe Couillard (minister of Health) is also a French citizen but he will not vote.

Quebecers are not necessarily citizens of France, entitled to vote in France's election, anyone have info on that???

then if any quebecers do have the privelage, how many Quebec citizens do? Then how many actually vote in any sort of substantial way to influence the elections in France, requiring an office??.

Insults are the ammunition of the unintelligent - do not use them. It is okay to criticize a policy, decision, action or comment. Such criticism is part of healthy debate. It is not okay to criticize a person's character or directly insult them, regardless of their position or actions. Derogatory terms such as "loser", "idiot", etc are not permitted unless the context clearly implies that it is not serious. Rule of thumb: Play the ball, not the person (i.e. tackle the argument, not the person making it).
