I'll give you a clue, next time you are reading scientific articles on global warming (which I assume you do all the time), take a look at the acknowledgements...then google "NSERC". He went to Kyoto as more or less a rogue actor. The Senate instructed him not to return without a treaty embracing China and India, by a 97-1 vote. He went anyway. It was only not submitted for ratification because Clinton (then impeached and facing a removal trial) knew it was DOA.
