The new map is generally considered good for minority empowerment. 2. And this whackadoo SCOTUS explicitly DOES NOT care about diluting minority influence. Their test is a simple one: if redistricting is done for naked partisan reasons, that's fine, but if race is the predominant factor, it's not allowed. -- This is nakedly partisan, and not even close to running afoul of the very low bar they set, harkening back to the days of Jim Crow.
