Departments that don't spend their alloted funds lose funding. If fraud gets them over the line, then they need more funding and their jobs are safe. We need a full time government accountability office...er...wait. Ok, we need a 3rd party auditor that gets paid to find fraud. Give them 5% of every dollar saved and we cut the waste by up to 95%.
