As proof that this does happen, we can look at a very well known case of an illegal alien in Iowa: As in the other thread, it's legal for noncitizens to vote in local elections in MD if their local governments allow it. Who is muddying the waters? You're citing as "proof that it does happen" a registration from a state where noncitizens are legally allowed to register. I didn't pick your poor example, you did.
