I have trouble placing it as a genocide mainly because the worst things done to the natives occurred before that resolution was put in place..thus..allowing the resolution to pin itself to events that already happened in order to term them as genocides...

According to Mr. McGuinty, Quebec receives more money from Ottawa for immigration settlement than Ontario does. He says absolutely nothing of the fact that, following an accord signed by the federal and Quebec governments 14 years ago, Quebec has taken charge of the whole process of choosing its immigrants abroad, and greeting and integrating them when they arrive. If you compare Quebec's Department of Immigration website with Ontario's, you'll immediately notice the difference. Ontario's directs you to Citizenship and Immigration Canada's programs, while Quebec's offers information on its own autonomous programs. For immigration purposes, the Quebec government receives more money from Ottawa because its employees do work that, in Ontario, is done by federal employees.
